Notice to Players
Temporary Local Rules
Effective date: October 2026 — until further notice
In effect: General Area and Putting Greens
These Local Rules modify or supplement the standard Rules of Golf issued by the USGA
and The R&A. Please read them carefully before starting your round.
1. Accumulations of Leaves Ready for Collection
Model Local Rule F-14
Any accumulation of loose impediments, such as fallen leaves, grass clippings or aeration
plugs, that has been gathered for removal or left in piles or windrows is treated as Ground
Under Repair.
Ball found in the accumulation: If a ball lies in or touches such an accumulation, or if the
accumulation physically interferes with the player’s stance or swing, free relief must be
taken under Rule 16.1b. The ball must be dropped within one club-length of the nearest
point of complete relief, no nearer the hole.
Ball lost in the accumulation: If it is known or virtually certain that a ball is lost within an
accumulation of collected leaves, the player may take free relief under Rule 16.1e. The
reference point for relief is the estimated spot where the ball last crossed the edge of the
accumulation.
2. Excess Sand and Topdressing on Putting Greens
Sand and loose soil on the putting green are loose impediments and may be brushed away
without penalty under Rule 13.1c, using a hand, towel or hat.
If a ball on the putting green rests in a heavy concentration of topdressing sand that cannot
reasonably be cleared, the player may take free relief under Rule 16.1d by placing the ball
at the nearest point of complete relief on the green, no nearer the hole, that avoids the
sand pile.
3. Aeration / Hollow-Tine Holes
Model Local Rule E-4
If a player’s ball lies in or touches an aeration hole, relief is available as follows:
On the putting green: The player may take free relief by placing the original ball, or a
substituted ball, at the nearest point of complete relief on the putting green, no nearer the
hole, that avoids all aeration holes.
In the general area: The player may take free relief under Rule 16.1b by dropping the ball
within one club-length of the nearest point of complete relief, no nearer the hole.
Important note: Relief is not allowed under Model Local Rule E-4 if the aeration hole only
interferes with the player’s stance or line of play.
4. New Bunker Construction / Renovation Area — 5th Hole
Model Local Rule F-1
The newly constructed bunker areas and surrounding disturbed ground on the 5th hole,
whether marked by white paint or not, are classified as Ground Under Repair.
These areas are treated as part of the General Area and not as bunkers.
If a player’s ball lies in, touches or is lost within these construction areas, or if the area
physically interferes with the player’s stance or intended swing, the player must take free
relief under Rule 16.1b.
The original ball, or a substituted ball, must be dropped within one club-length of the
nearest point of complete relief, no nearer the hole.
5. Preferred Lies
Model Local Rule E-3
When a player’s ball lies in a part of the general area cut to fairway height or less, the player
may take free relief once by placing the original ball, or another ball, within six inches of the
spot of the original ball, no nearer the hole.
The ball must be placed on a spot in the general area. It must not be placed in a penalty
area, bunker, on a putting green, or nearer the hole.
After the ball has been placed and is at rest, it is in play.
Penalty for breach of this Local Rule: General Penalty under Rule 14.7a.
